He is located inside Saint Christopher's Church, and is part of a group of survivors led by Mother Helen. Rian gives the Hero the continuous-event quest Divine Light to supply him with industrial quantities of Batteries, which he says he needs for flashlights.

Rian is a middle aged man with brown hair and a full beard. He wears a blue t-shirt, light grey pants held by a brown belt, white socks, and grey boots. He also wears a backwards white baseball cap.
