The Phoenix Mod is a weapon mod, and is an upgraded version of the Torch Mod. It is used to create an axe that sets zombies on fire.

This Mod is found in Act III in the Smugglers' Marina, after you kill Afran during the "Soldier of Fortune" quest, on the table before you get onto the boat. It is said that if you miss it there, you can find it in a red shipping container near the gas station in the mission "Boat Supplies".
